Bug Description
Notifications aren't desirable, for example while playing games or full screen videos. We should look at ways to inhibit low priority popup notifications when appropriate.

This request aligns with a concept that we've considered when designing the new Notification System - support a priority flag for notifications and use this information to make ranking and filtering decisions. Also, we examined the possibility of offering a system of phone 'Profiles' (intended for managing a group of settings or configurations of different device features in a centralised and automatic way, including notifications.)
