[system settings] There should be a setting for display blanking time

Bug Description

I miss an option to choose the time before display turns off.
At the moment it is related to screen lock, but I think this doesn't make any sense: I want the display turns off before the screen is locked, so if I'm reading something on the web and the display turns off I have only to turn it on, without inserting the code again.

Tested on Meizu and BQ, the display now turns off before the lockout occurs therefore conserving battery. I don't think a setting is required in system settings to achieve this as it happens within a short time frame (approximately a minute or so - don't know the exact number of seconds).

Please also see bug 1472262, which is a separate but related issue. If the structures around lock timeout, display power and lock screen lock timeout get rethought, please take that into account also.

Benjamin Keyser persuaded me that I should take another look at this. The current behavior is that the display turns off (a) when you press the sleep button or (b) whenever the lock timeout elapses, whichever is sooner. This is simple, but you might want the display to turn off before or after the lock timeout.
