Bug Description
There is no option to change the background image on the homescreen/scopes on ubuntu touch, however you can change the lockscreen wallpaper. If you want Ubuntu touch to be sucessful this needs to be fixed. Users want to customise their devices. This feature used to be there and now its been removed. Fix it!

Desired resolution:
This is part of a bigger redesign project (Scopes toolkit) and it can't be fixed as a single bug. The description and specs will be updated as soon as they are available. With the current UI if we allow for background to be customisable we will not be able to guarantee text visibility.

This is related to bug #1391560, as this is the main problem with custom backgrounds for content-rich scopes.
