[Dash] scopes should be surface above apps

When browsing a department the scopes in that department are displayed at the bottom. Scope are the key way for services to come to ubuntu and should be display first.

How to reproduce:

open the ubuntu store scope
Select books and comics deparment
Untappd scope shows at the bottom

I'm adding the Ubuntu UX team so they can reconsider this behavior.

We have the design change requested... would be helpful to have two minutes of briefing on anything that affects the current design before developers actually need the assets
