[System Settings] Tapping install (on new image update) should prompt for reboot

Bug Description
When the system settings finishes downloading a new image update, it asks the user if install and reboot or not.
However, if the user then taps "install" on it, the phone is rebooted without prompt.
I think we should show again the dialog for rebooting, also in this case...

Both the dialog text and the button text already make clear that the system will be restarted immediately. And the dialog itself is not a surprise; it doesn't appear unless you (a) have just clicked "Install" for an already-downloaded update or (b) are waiting on the Updates screen for the download to finish.
