Power off dialog box no longer shows restart

Bug Description
In the last promoted image, r179, the power off dialog displays three options:
* Power off
* Restart
* Cancel
In r197, the power off dialog no longer allows the user to restart the phone.
Restart should be added back to the power off dialog box.
Note: Not sure why this change was made, it was not a design request

Desired resolution:
- revert this change to add the restart option back to the power off dialogue
- Note that when the phone is more stable we will eventually want to remove this option, however for now it should stay.
