[messaging app] dismiss osk manually, independent from scrollable area above

Bug Description
Currently the OSK can not be dismissed manually in the compose view in the messaging app.
This might apply for other applications/views too.

Desired solution:
The OSK should be dismissed with a direct swipe on it/on top of it and not when you scroll thought he content above. It will be possible to bring the OSK back by tapping wither into the message or contacts input fields.
Same can apply when you search through content in the address book or in Recent in the dialer apps. When you tap into the search input field, the OSK slides from the bottom in again.
