[Greeter, App switcher] [design] App spread should include welcome screen

The app spread provides a wonderful way to get to all the screens that are available on Unity8 except for the welcome screen. If we included the welcome screen, then locking your device becomes as simple as a swipe from the right and picking the furthest-right item. This would also unify the welcome screen with other items in the app stack.

The desired result is that the welcome screen always occupies the space furthest to the right of the app spread (i.e. the last app to be revealed in the spread).

(Note I think we should play with this in our mockup before sending it off to development because the "natural" positioning of the lock screen in spread may not be the furthest right!). Also, we need to figure out if we can unify the right edge behaviour for the welcome screen entirely - i.e. allow for the welcome screen to transition straight to app spread for right edge gestures.

Some design proposals how right edge gesture could work from greeter with and without PIN-lock screen.

- When the user enters the right edge spread stack from the greeter the greeter should continue sliding until it is off screen so it can then be placed at the end of the app stack invisibly to the user.

- The PIN unlock screens need to be bound to the top of the app that the user switches to e.g. as the app gets focused the PIN screen fades in on top of the app, and the user can't interact with the app until they enter their PIN that then fades out this screen.
