[wm] foreground app not unfocused when indicators open

Bug Description
Open a game like dropping letters. Start a game playing. Now open the indicators bar. Game keeps playing even while obscured by the indicators.

I'm not sure if this is something we really want... Opening some indicator on unity7 doesn't unfocus the current app either. Also the use case for the indicators is to quickly pull them down, change a single setting and dismiss them again *without* interrupting the current task/app.
