[browser] Error message should be contextual depending on the type of error

Bug Description

At present there is only one generic error message that says:

    It appears you are having trouble viewing: http://ubuntu.com

    Ubuntu suggests you check your network settings and try refreshing the page.

We should have more specific error messages depending on the type of problem. Needs design input.
