[Launcher] peeks out when swiping lock screen

Bug Description
When preforming a swipe of the lock screen to the left or right (to unlock), the launcher peeks out from the left edge.
This peek animation should only occur if the lock screen is tapped (to show what gestures are available here), not when its actually swiped.
Desired design:
- Peek only when screen tapped. Action invoked with release event.
- If swipe is started (e.g. 3 gu threshold exceeded) don't peek.
