[Launcher] peeks out when swiping lock screen

When preforming a swipe of the lock screen to the left or right (to unlock), the launcher peeks out from the left edge.

This peek animation should only occur if the lock screen is tapped (to show what gestures are available here), not when its actually swiped.

Desired design:
- Peek only when screen tapped. Action invoked with release event.
- If swipe is started (e.g. 3 gu threshold exceeded) don't peek.

I've been pondering the same every time I unlock the screen. Why on earth the launcher peeks. I'll try to find out why it was designed this way. If no one can recall then we'll change it so that launcher peeks only when tap performed. Not on swipe. Currently it actually seems to fail peeking properly if the tap is too short.

I believe Saviq that this is currently as designed. But let's face it, it's quite bad design. Should be quite easy to as proposed.
