[sdk] tabs(actions) miss if too many of them in Tabs(toolbar)

Bug Description
report some "Extreme Cases" of the new header, one is the too many tabs, another one is too many actions in toolbar. Both can't be flick to see more and no way to cancel if full.
Besides, (in my opinion) I don't like this style ...
