[Notifications] get in the way on touch devices

Bug Description
In desktop Unity (7) if you mouse-over a notification is becomes partially transparent, and allows you to click on any element underneath it.
However, on touch, there's no way get the same effect, which means you have to wait for the notification to go away (if there is no snap decision to dismiss), and you're blocked from accessing anything underneath it until it does.
Proposed solution:
Any touch event started outside the notification bubble should make the notification partially transparent, returning it to opaque when the touch event ends.
This will allow a simple way of seeing what is below it, without preventing access to snap decisions buttons (where touch events start inside the notification bubble. However, it doesn't solve the use case where the user wants to click on something (a button) that is under the notification bubble.

All notification can be dismissed by either responding to the notification or by swiping right to left.
