HUD switches alignment during use

When you first bring up the HUD, the search field is at the bottom with the actions bottom-anchored above it. However, when the search field gets keyboard focus, it jumps to the top of the HUD, with the actions top-anchored below it. This change is disorienting to the user.

Proposed solution:

Start with the search field at the top, and the actions top-anchored below it, so there is room for the OSK and nothing needs to change when the the search field is activated.
