[filemanager app] [sdk] Toolbar fades out even if submenu is opened on it

Bug Description

In the filemanager when opening a submenu on the toolbar, the toolbar fades out after its supposed timeout but the submenu stays in place.
This looks really odd as the submenu is shaped like a speech bubble and now there is no point of origin for it.
(See attached picture)
Idealy the toolbar would stay open as long as submenus on it are being used.

Reproduction:
1. Open the filemanager app
2. bring up the toolbar
3. select one of the submenus (ie. 'View')
4. Wait a few seconds for the toolbar to disappear

I added the bug to the Ubuntu UX project.

My question to design is:
What should happen when you open a toolbar, and then tap on a toolbar button to open a popover, and then wait for the automatic timeout that hides the toolbar?

Should the toolbar not close when a popover is open, or should the toolbar hide as usual and the popover is closed automatically? (there may be other solutions such as moving the popover to the center of the screen and removing its pointer, but that does not seem intuitive to me)

Same questions for sheets and dialogs instead of a popover, in case that is applicable (can a toolbar button open sheets/dialogs?)

I lowered the importance to Low because the Toolbar is going to replaced by buttons in the header. If I have time (and toolbar is still used), I will have another look.
