Bug Description
The launcher doesn't have any tooltips when hovering on the desktop. Would be nice if the app name was shown like in unity7.
---Desired design----
Add the tooltip on hover event. The tooltip should show the application name. The implementation should follow unity7 behaviours.

We should add hoverEnabled on the dndArea in LauncherPanel.qml, however the current shell runs without proper mouse events (it emulates touch events), so hover events are not sent.
This bug will be fixed when we'll start working on the desktop and will have proper mouse events
