Bug Description

which does not consume ~1MB (!) of mobile data every time the browser is started.

The start page design will change with the next major design of the browser to a launch page similar to what's used by Chrome for Android and Safari for iOS7.

For now though, we could direct it to Google.com? That seems to be
pretty low load and is a good spring board for exploring and using the
browser?

Adnane suggested using http://start.ubuntu.com, which I think is a good compromise for the moment, since it’s essentially an ubuntu-branded google start page.

New design has on-boarding experience for first time user. Returning users will be displayed the New Tab content.

On mako rtm 5, there needs to be a better default page - currently the ubuntu branded search page isn't mobile friendly.
