[gallery app] Image Viewer doesn't pop up when opening an already open picture

Bug Description

If I try to open a picture that has already been opened in Image Viewer, the icon simply waves (which I often don't notice) and leaves me thinking that my computer is frozen. If I try to open a picture while browsing a folder I expect it to pop up. It is not enough to tell me that I have already opened it by waving, that's just annoying.
