Bug Description

Current situation
'Loading' and continuous activity spinner when there is no internet connection

Desired solution
Need to have an error for no connection and prompt user to ensure there is wifi/3G

The account creation dialog is dismissed shortly after when no network link is available. Arguably we should display a clearer indication that account creation is not possible offline, but at least the problem does not lead to an infinite spinner.
