[browser] No graphic way to enable the developer mode

Bug Description

Actually there is no graphic way to enable the developer mode, this can be only done by running the browser from the terminal with the "--inspector" argument.

Ideally, there should be an option somewhere in the settings menu to enable developer mode. However at the moment we don’t even have a settings menu.
