[DASH] Click package error screen 'close' button is draggable, shouldn't be

Bug Description
After installing the HCF-LCM package, I see an error screen with the message:
"""
No manifest found for app_id:
com.ubuntu.
"""
and a close button. If you touch and drag the close button, you can move it up and down the screen, and it dissapears behind other UI elements. This button probably should not be draggable.
