[system settings] user must be able to manually configure brightness within system settings app

Bug Description

current situation:
A brightness icon is present within the system settings app. However, this icon is not active - tapping does not prompt an action.

Desired solution:
Tapping the icon should take the user to the system settings section for brightness where they can manually configure the brightness for the phone.
