[Weather app] Scrolling direction should now from top to bottom

Bug Description
Current situation:
After playing around with the current build (5 Sept)- where scroll for hourly and daily forecast is from bottom to top- it seems to easily mistakenly access the HUD rather than getting the forecast.
Desired solution:
All interactions- whether for hourly forecast or next day's forecast- should scroll from top to bottom (ie start from the header area and go towards the bottom of the screen). This should avoid the HUD access.

The HUD over the past couple of days is being randomly triggered in ALL apps. Unless you're suggesting we don't support scrolling up and down in content views or anywhere else in the entire phone, then this needs to be fixed with the HUD, not designed around.
The HUD seems to be triggered much higher than the toolbar now, where before they would be triggered together. So, the HUD can be triggered from the middle of the content instead of the edge of the screen.
