right edge swipe should work as alt-tab and include dash as well

Bug Description
I have a very common case which is quite unpredictable. When I have only one app running and I am in the dash, by swiping the right edge I get to the already running app but the problem with that is when I do the same thing again I am not take back to the dash which rather slows down the use of unity on touch.
My suggestion is that the dash should also be treated as part of the stack of right swipe.

We are currently re-designing the right edge behaviour. Alt-tab has been considered also and in many cases it would make perfectly sense to have it as alt-tab (i.e. switch between two latest focused app). The down side of it is that it breaks the back story that we currently have.
Imagine following case:
- you are in dash and you have 5 recently used apps in the app stack
- swipe from the right and you get the latest app (#1)
- another swipe and it gets you back to dash
- swipe once more and you get to app #1 again.
So having alt-tab switching in place doesn't allow you to go back to previously used apps.
