[RSS Reader] Remove Add topic until we can suggest topics with a list of feeds

Add topic functionality is not useful until we can suggest popular, location sensitive feeds for each topic.

Remove this option from the UI until we can do the above.

We want to remove 'Add topic' (with pre-populated feeds) functionality from the toolbar as was proposed in http://design.canonical.com/2013/06/shorts-add-edit-share-adjust/ under '1. Adding a topic'.

Roman, to keep track of what's been fixed and what's being worked on, could you link the branch that is related to the bug next time? This time around I added it for you, no worries.

This has also the benefit that Launchpad will mark the bug as committed automatically for you once the branch has landed. Thanks!

I forgot to say how :) To link a related branch to a bug you can use the "Link a related branch" link at the top right hand side of the bug's page.
