[osk] OSK overlaps launcher when on an app and then navgiate to launcher

When you are an in application, e.g. Notes, add a new note which triggers the OSK. When you go to the launcher, the OSK overlaps the launcher. Instead, it should respond similar to the app (belongs and attached to the app).
