[Popover] Functionality to control positioning needed

Bug Description
While the Popover's automatic positioning is fine for most of the cases, there are some where it doesn't really work out.
One example is the usage of the Popover for the Launcher's QuickList. In that case the Popover must always be positioned at the right of the item. Currently the Popover appears at the top of it. I think having some property like "preferredEdge" which can be set to left/right/
The functionality to adjust the Popover's position to not get cut off by the screen edges needs to be kept working even with such a feature enabled.

Can this be looked into? I'd like to able to position a popover so it opens downward.
