Fixing bug 1242666 would solve this bug for System Settings: apparently it's using ListItem.Header only because standalone labels outside of list items are impossible.

Header and Label font weights were fixed in separate MRs, so this bug seems to be invalid.

There is a visual design fix for this which should land in the new list item templates within a month
