Bug Description
When running on system with a mouse, buttons, lists, checkboxes, switches, text fields, and other widgets should indicate visually when the mouse is moved over them. In my opinion, this makes the UI look more fluid and responsive.

The described behavior can also be annoying. I don't want the components in the apps to be changing when I move my mouse.
I think we need feedback from design on this.
