in the cookie popup that appears at the bottom of the screen, tap 'no thanks' or 'okay' buttons.

It’s actually an issue with hyperlinks when they are at the bottom of the view, on any webpage. I suspect the mouse area that’s used to detect swipe movements is swallowing clicks, whereas it should forward them through (see also bug #1130446).
