[SIDESTAGE] drag from edge is not in sync with Sidestage when only sidestage app is running

Bug Description

to reproduce:

reboot tablet
launch notepad
go back to homescreen via launcher
right swipe through edge to bring back the sidestage > sidestage enters the screen when finger is 3/4 of the screen on the X aspect

Desired behaviour:
On edge swipe sidestage drag handle appears under users finger

In the case a main-stage app is running the main stage should snap to user finger 1st and sidestage should travel start to appear when users finger crossed 10gu from edge. At this point the two stages travel together until sidestage locks in place. The main stage will then continue to travel with the user finger.

In case only Side stage is running the Side stage should travel with user finger.

That would mean that you will only see the sidestage app until you reach its width, is that desired?

With the new design for right-edge navigation, this solution becomes irrelevant, we should either invalidate the bug or put a description for a new behavior in side-stage-enabled right edge navigation.
