[sdk] More actions visible in header with selection mode

The header has space for two (when there is a back/tabs button) or three actions on the right side.

In selection mode, where the title text is hidden, there is more space available, so the header looks a bit empty. How many actions can go in the header in selection mode?

* For future work (tablet/desktop), we will need to provide some automatic/responsive layout rules for headers (e.g. actions at the top of an action menu will surface to the header)

Further more, whenver there's no title there's more space for actions.

So far, only in selection mode there is no title (or searchbox). Question for the designers: can no title happen in more cases than just selection mode?

Not as far as I am aware. Header currently has
- Default mode
- Search/Input mode
- Multi-select mode
