[sdk] Popups that should point to actions don't, with new header

Popups can be launched with their little arrows pointing to an action. With the old toolbar, these arrows correctly pointed to the item on the toolbar. With the new header, they point to the left-hand side of the header, not to the relevant icon in the header.

Oddly, if useDeprecatedToolbar is cycled, the popup start pointing to almost the right spot. It misses to the left a little bit. It looks like the horizontal alignment for the toolbar is kept, but there's a slightly different padding in the header. The attached test case lets you play with the various cases.

UX Solution

The arrow should originate from the point where you touch it.

No real UX solution but more a coding question.

Popups can be launched pointing to an ActionItem (like a ToolbarButton in the old toolbar), not to an Action itself.

Popovers pointing to buttons in the new header is not supported. Design recommends to use a pagestack in those cases. For specific needs of an app, please talk to designers for a solution

Actually, you might have pop-overs pointing to an action on the header. Think for example about text/image editing apps, which would require a high number of formatting/editing functions.

At the moment, we don't use that but we might have that in the future
