Bug Description
Popups can be launched with their little arrows pointing to an action. With the old toolbar, these arrows correctly pointed to the item on the toolbar. With the new header, they point to the left-hand side of the header, not to the relevant icon in the header.

The arrow should originate from the point where you touch it.

Popups can be launched pointing to an ActionItem (like a ToolbarButton in the old toolbar), not to an Action itself.
Popovers pointing to buttons in the new header is not supported. Design recommends to use a pagestack in those cases. For specific needs of an app, please talk to designers for a solution
