Copy/Paste availability inconsistent between apps

Bug Description

When using the Notes app the user is unable to copy or paste (or perform any action), even though they're able to select text.

When in messaging-app the user is able to copy an entire text by resting a finger on the message and waiting for the 'copy' dialog. But in the messaging-app there is no option to paste after resting a finger on the text input field.

Essentially we can copy from messaging app, but not able to paste anywhere.

actually, its worse. I am currently seeing copy/paste not working at all

For the clipboard I mean. But the UI for exposing the copy/paste feature is another department, I agree.
