InverseMouseArea is not on top of everything

If I place a MouseArea on top of an InverseMouseArea, the inverseMouseArea stops receiving events

If you set the z-order of the InverseMouseArea to 1 then it will work properly.

Please provide a more accurate testcase so I can confirm.

Here it is the bug which made us take IMA as not being the topmost event filter: https://bugs.launchpad.net/ubuntu-ui-toolkit/+bug/1207426

We can satisfy both requirements by introducing a property (topItem) to IMA so we can alternatively flip the event filtering from topmost to normal z-order.

The sample attached to the bug can be solved if the InverseMouseArea is declared as last child of the Rectangle, after the MouseArea, or if its z-order is risen.

topmostItem property will provide solution to have InverseMouseArea on the top of everything.
