Horizontal slider loses lock if you deviate from horizontal

Bug Description
Image 62 on Mako.
Go to system settings -> battery
Try and slide the brightness slider left and right from one end to the other.
Note that if your finger deviates from the horizontal you lose the grip on the slider as the page moves up/down. Makes it very hard to slide any slider all the way from one end to the other. See video:-
