Bug Description

The ability to edit locations should follow the design for "sheets" to be provided by the SDK (needs design). The sheet needs to be both updated in the SDK and then applied to the weather app.

Note that the Weather app is already using the Sheet component (or it will once the branch has landed in a few hours), so what's left here is for the UI toolkit to provide a Sheet component according to Design.

SDK is working on the implementing the visual, so it will be updated automatically once that lands.
