[Clock app] Right to left (RTL) support need to be added

Bug Description
For languages such as Arabic, where we need a right to left (RTL) design it is not as simple as just translating the words. We would also require some design changes. For instance, it would be more appropriate if the tab header is shown in the right rather than at the left when the app is being viewed in Arabic.

This is something that should come from the SDK components, I don't think we should add it to the Clock app specifically. RTL support should be implemented in SDK components, so it's available to all apps.
Thus I'm adding a task for the UI Toolkit and I'll mark the clock task as Invalid.
