[panel] Unintentional swipes can close Panel (need threshold)

Bug Description
Sometimes, users can trigger swipes, closing the Panel, while trying to click/press buttons.
Adding a threshold on swipes when it detects a clickable item underneath might work well!

To clarify: we need a threshold so that an unintentional movement of 1 pixel down is not detected as a swipe and does not close a bottom-aligned toolbar.
