[Header] When contentHeight < height the Header should at least come back into view

If there's enough content in the Flickable and Flickable.contentHeight > Flickable.height, if we scroll the Flickable enough the Header will hide.

However if we remove content until Flickable.contentHeight <= Flickable.height, then the Header should at least come back into view, but currently it doesn't.
