PIMS-210969 TRA_Ubuntu22.04_CI_USB Mouse has no function during OOBE w/ x81 image install on W7500& W7600 Config (Failure rate:100%)

Build W7500&W7600 config and set Secure Boot Mode is Disable in BIOS Setup, save and exit BIOS. Install Ubuntu22.04_X81 image iso,USB Mouse no function in OOBE steps. but USB Keyboard function is normal.
if boot enter Ubuntu22.04 OS ,USB Mouse function is normal.

[Reproduce Steps]
1.Build W7500&W7600 in config
2.Install Ubunutu22.04 OS form X81 Image
3.Step OOBE.
4.issue occur.

Expected Behavior: Mouse Function is normal in OOBE steps
