misleading compiz setting 'change workspace with mousewheel'

Bug Description
Natty stable. Ubuntu tweak 0.5.12 here. Under Compiz Settings is a checkbox 'Enable workspace switching with mousewheel'. Natty comes with 4 workspaces by default arranged in a 2x2 grid. I assumed that said option cycles through workspaces 1-2-3-4 but instead if using workspace 1 or 2, it cycles within the same row i.e. 1-2 [and in the same fashion 3-4 only]. I could get it only to switch within a row of the 2x2 grid not between both rows.
I don't know if this is the intended method. If it is, pleases ignore this comment. I do think that a 1-2-3-4 switching pattern would be less confusing though.
