Can't open Compiz Settings section

I just can't access the compiz settings, receiving error message

Have you upgrade to the Compiz 0.9.2?

Hi,

My compiz version is: Compiz 0.9.2.1

Also I've noticed interesting issue. I can't enable desktop effects
using GUI dialog:

System -> Preferences -> Appearance -> (tab) Visual Effects
-> (radio) Normal

Screen blinks and it even looks like effects are enabled but then if
falls back to "None" radio and message appears "Effects can't be
enabled"

Any while running from CLI like:

$ compiz

effects are enabled and everything works OK
