Ubuntu-Tweak should not depend on python-compizconfig (installs Compiz), can recommend or suggest it

Bug Description

Ubuntu-Tweak depends on python-compizconfig, which install lots of Compiz libraries, but lots of *buntu users, including Lubuntu, Ubuntu-GNOME, Xubuntu don't need Compiz, neither I want it to be installed.
Ubuntu-Tweak should run without python-compizconfig installed, but can recommend or suggest it - then Unity users will be happy :)
