No command header if window is too narrow

Bug Description

I just installed the newest release 0.7 of ubuntu-Tweak on ubuntu 12.04. After the first opening of the program, I didn't found any command in the black header zone. The window dimensions were near to the smallest one. Modifying the width I found out, that all commands apeared, when the width is about 15 mm larger than the smallest accepted one.

My suggestion: The commands should never disapear! If the window width is to small for showing all commands, at least part of them should always be visible.

The programm seems very handy and useful. I thank you for the good work.

Sorry the release of the above tested ubuntu-Tweak is 0.8.0 (no t0.7)!

I missed to give a screenshot with the window dimensions a little bit larger (on my sreen about 15 mm). In this case all commands appear normally.

The above indicated effect is only surprising the first time for someone who doesn't know the program. He cannot find any command and couldn't work with it.

My ubuntu runs in German configuration. It could be that the problem is caused by the translation. This could have an influence by changing the length of the command header. I suggest to configure the smallest acceptable window width in function of the number of characters in the command line. So it will be independent from the length of foreign language terms.
