Binary package hint: shotwell
The Shotwell source package needs to create a translation template during the build process, so that it can be uploaded to Launchpad Translations and Ubuntu translators can do their work.

Shotwell uses a non-autotools build system that doesn't invoke intltool but instead calls the underlying GNU gettext tools directly. The Shotwell POT file is not generated during the build process but is instead statically packaged in the distribution tarball and deb. If you need access to the POT file for the Ubuntu Translations Project, it is available as the file shotwell.pot in the po/ directory of the package tree.
