libapt-pkg4.8 does not use language packs

The translations at this file are done and reviewed since March but at our Lucid boxes isn't updated. This is very confused cause the translation was done on time before string freeze.

Thanks for reporting this bug.

What happens is the following:

* libapt-pkg translations need to be in the source package itself in order to be used by the installer on the LiveCD
* They get therefore installed on /usr/share/locale/gl/LC_MESSAGES/libapt-pkg4.8.mo
* The translations in /usr/share/locale take precedence over those in /usr/share/locale-langpack
* That means that libapt-pkg translations cannot be updated by language packs

I cannot see an easy solution for this, other than submitting translations earlier than the language pack deadline and make sure the maintainer includes them in the source package, so I'll mark it as Wishlist for now. If you've got a suggestion on how we could solve this, please feel free to comment.

As a side note, new features coming soon in Launchpad Translations might help with that and allow translations from the Ubuntu source package to the libapt-pkg project in Launchpad, if translations from the upstream project are managed there.
