The cups-common binary package should not install PO files

Bug Description
The cups-common binary package installs source translation files at
/usr/share/
Unless there is a specific reason to do that, these files should not be installed anywhere.
PO files are the source files translators use to do their work. At build time they get converted to message catalogs (.mo files), which is what should get installed instead.

cups-client actually does use the po files at runtime. (Of course that's ugly, but can't be helped without further deviation from upstream).
