Rename Ubuntu Belarusian translation team from ubuntu-l10n-by to ubuntu-l10n-be

Bug Description

It would be nice for Ubuntu Belarusian localization team to be named after the ISO standard.
Right now it is ubuntu-l10n-by (Byelorussian - the Russian transliteration)

The ISO standard is BE.

This change can help us in the bug triage process and to make it more easy to recongnize the "official" Ubuntu Belarusion translation team.
