My upload was not related to translations
That file seems to mix Latin-1 encoded strings (initial comment at the top of the file) with UTF-8 translations below, and thus can't be imported by Launchpad.
Launchpad notifies you because you are the most likely person to be able to do something about it (i.e. it's probably an upstream problem, but Launchpad doesn't know yet how it can notify upstream, so it tries the next best thing: a packager). I suggest you (or someone else) file a bug upstream for this file.
